About the City Council
North Salt Lake operates under a council-manager form of government, which combines the political leadership of elected officials with the professional management of an appointed city manager. The city manager (Ken Leetham, kenl@nslcity.gov) is appointed by the City Council to carry out council-established policies and oversee the day-to-day operations of the City.
The Mayor and City Council members are elected to represent the community and focus on policy matters that reflect residents’ needs and priorities. As the City’s legislative body, the Council serves as the community’s decision-making authority.
The City Council approves the City’s budget, sets the City portion of the tax rate, and provides direction on major initiatives. Its work includes establishing community goals and guiding long-term planning efforts such as growth and land use, capital improvement projects, capital financing, and strategic planning.
The Mayor and five at-large councilmembers each serve four-year terms.

Brian Horrocks
MayorPhone: 801-540-7886Brian Horrocks was elected as Mayor in 2021 was re-elected to a second term in 2025. Mayor Horrocks currently serves on the City's Audit Committee, South Davis Metro Fire Service Area Board, Davis County Mosquito Abatement Board, South Davis Sewer District Board, and Wasatch Integrated Waste Management Board.

Tammy Clayton
City CouncilPhone: 801-979-5568Tammy Clayton was elected to the City Council in the 2023 Municipal Election. She has served as the Council representative to the Youth City Council since 1/2/24, and to the Civic Events Committee since 1/7/25. She is also a member of the Audit Committee for 2026.

Suzette Jackson
City CouncilPhone: 801-668-6468Councilmember Jackson was elected to serve during the 2023 Municipal Election. She currently serves on the South Davis Recreation District Board, and is the council representative to the Golf Committee.

Ted Knowlton
City CouncilPhone: 801-425-3534Ted Knowlton was appointed to the City Council in 2022 to fill the remaining two years of Brian Horrocks’ term. He was then elected to serve an additional four-year term in the 2023 Municipal Election. He has served as the Council representative to the Jordan River Commission since 1/2/24, and to the Trails and Active Transportation Committee since 1/7/25. He was voted to serve as Mayor Pro Tem for 2026.

Heidi Smoot
City CouncilPhone: (801) 335-8700Heidi Smoot was elected to the North Salt Lake City Council in the 2025 Municipal Election. She serves as the Council liaison to the Arts Committee, sits on the NSL Tree City USA Board, and is a member of the Audit Committee for 2026.

Alisa Van Langeveld
City CouncilPhone: 801-335-8700Alisa Van Langeveld was elected to the North Salt Lake City Council in 2021 and re-elected to a second term in 2025. She serves as the Council liaison to the Health and Wellness Committee and represents the City on the ULCT Legislative Policy Committee.
